In 1945 before the fall of Nazi Germany and looking to escape the inevitable, certain individuals started offering their services to the USA.

Three individuals in particular stepped forward:
Mykola Lebed, who had fled Vienna with his family and went to Rome.
Ivan Grinyokh, who was located in the American occupation zone of Nazi Germany. He was an iron cross of the second class chaplain attached to the Nachtigal battalion.
Myroslav Prokop, who was head of the OUN(b) propaganda service
NOTE: The Iron Cross was a military decoration in the Kingdom of Prussia and later on in the German Empire and Nazi Germany.
There was what seemed to be a fourth individual simply named Swan. This appears to to be a codename for Lebed. Lebed was mentioned in many documents. However in his official capacity as the Secretary General for the Overseas Affairs, he was simply mentioned as Swan. It is documented later that both immigrated to the US at about the same time. 1 (See the footnote for how Swan’s identity was revealed.)
All of these individuals were members of the OUN(b) Foreign Representative Office of the Ukrainian Head Forbidden Rada (UGVR). And the chaplain Grinyokh became the vice president of it.
In March 1945, in Germany controlled Vienna, they had a clandestine meeting with a man named Stepan Bandera, who was the leader of OUN(b). From this meeting was came the creation of the OUN(b) Overseas Center - the OUN Central Scientific Center.
Another anon by the name of Lesenok (@Lesik on Truth Social) solved the mystery regarding Swan’s identity. I have updated this substack throughout to reflect this. He translated Lebed to Russian and then to English and came up with the word Swan. The CIA loves their accronyms. However, they lack imagination when creating them.
